The interconnection between regions thanks to roads is already bearing results, as countries are now partly opened to the outside world. Moreover, improving yields and developing transports will help boost the sector, especially through agribusiness, which will create employment. In parallel, traceability and compliance to international quality and safety standards will bring all the more incomes from export in response to international demand. Budgetary quota : 8 % E, as in Education The goal is to achieve international standards in terms of quality and quantity of education, in order to provide the country with capable and competitive manpower. Budgetary quota : 7 % E, as in Environment Ecotourism and agribusiness are the key points of MAP; they are interdependent on the environmental factor, which in Madagascar has no match in the world. Consciousness-raising campaigns ampong rural populations should help improve resource management for the profit of all Malagasy. Budgetary quota : 8 % G, as in Good Management This trendy expression rings in Malagasy ears like the new national philosophy. Away with administrative sluggishness that kill all initiatives, away with wangles and flips that have made millions in foreign currencies disappear, millions invested by the international community to put the country back on the right track. Budgetary quota : 4 % H, as in Health HIV and Aids will stabilise. Malaria and malnutrition eradicated. The determining factor is availability of drinking water for all. In parallel, consciousness-raising campaigns should help reduce the average number of children per household.
